The main, perhaps at present the only, reform the UN needs is to be recognised as the sole
legitimate agency of the 'international community'. Bush and Bliar have seriously
undermined the UN and at times its very survival now seems in peril. However, most of the
world wants to see international relations in the hands of the UN not the US. The question
is how to make that will effective and to achieve a power bloc to counter the US and its
hangers-on. That requires political pressure on the governments which represent the member
states in the UN. That in turn requires widespread dissemination of information about the
United Nations among as wide a section of the population as possible and a build-up of
demands for governments to act through it and in accordance with international law and
